RIVM & CBG Headquarters

The design features a two-story plinth housing public spaces and logistics, topped by an undulating volume that connects office and laboratory wings. The ‘Cross’ design model unifies these components, with four light-filled atrium streets converging in a central hall. This six-storey hall serves as the building’s communal core, promoting interaction, communication, and knowledge exchange among employees.

The centralised organisation supports efficient circulation for both people and goods, with shortened travel distances and optimised maintenance. The atrium streets and central hall provide ample daylight, encourage stair use, and regulate the building’s climate, ensuring comfort throughout.

The building’s form reflects its function, with a billowing volume above the plinth and a tower marking its presence on campus. The tower also supports natural extraction for laboratory air outlets, reducing energy use. A continuous white frame unites the facade, with infills tailored to programmatic needs and solar orientation, enhancing both performance and visual identity.
